The Legal Framework: Sections 20a and 20b of the German Residence Act
Introduced under the historic reform of the Skilled Immigration Act (Fachkräfteeinwanderungsgesetz), the Opportunity Card (Chancenkarte) fundamentally modernizes how non-EU professionals enter the German labor market.
Historically, Pakistani professionals had to secure a binding, signed German employment contract that met strict salary thresholds before they could apply for a visa. The Chancenkarte eliminates this barrier by granting a 1-year residence permit specifically to look for qualified employment inside Germany.
Under Section 20a AufenthG, the card is issued for up to one year. If the holder secures qualified employment or an employment contract eligible for an EU Blue Card (Blaue Karte EU) or a Skilled Worker Residence Permit under Section 18a/18b AufenthG, the status converts directly at the local German Foreigners Authority (Ausländerbehörde) without having to return to Pakistan.
Furthermore, under Section 20b AufenthG, if you have not secured full permanent employment within the initial 12 months but possess a binding job offer for qualified employment, the Opportunity Card can be extended for up to an additional two years as a follow-up card.
